Buying the Vehicle Logger's USB programmer

On the Vehicle Data Logger v3 product page there is this image of the logger and the programmer:

Is it possible to purchase the programmer, with the USB dongle and the ribbon cable, as shown in this image? Or is this actually a DIY?
