Norton Reports Heur.AdvML.C for FirmwareUpdater.exe

Norton quarantined your FirmwareUpdater.exe when installed via the ODB2 Emulator App, any comments on if this is an issue, or a false positive?

False positive. You can submit the file to VirusTotal to get a comprehensive result.
