Need to HIRE a developer for the Data logger

Hello, I am looking to hire an Arduino developer to set up / customize one of the Freematics OBDII loggers to my specifications, which are:
1. 1 sec GPS logging
2. at least 7 x 24 hrs of data storage
3. data retrieval via WiFi or Bluetooth
4. log record to include lon, lat, altitude, heading, gps speed, gps time, satellite reception status; vehicle ignition status, vehicle speed (from OBDII), vehicle de/acceleration status
Fixed fee budget to be negotiated.
