BLE Emulator not detected via Bluetooth from iPad

Hi,

-When I run the iPad app, and try to add the emulator, it has a red spinning status wheel and says "0 EMULATOR FOUND".
-The emulator is also not detected under Settings -> Bluetooth
-Emulator is powered on and is connected to the Windows GUI
-Emulator appears to have firmware version 1.04 on it
-iPad has Bluetooth turned on, and is running iOS 8.2 (12D508)

Any ideas?
Is there any way to confirm that the BLE version was shipped?

What's your iPad model? iPad 1/2 does not support BLE. You can install a free app named LightBlue and search for nearby BLE devices.
